INFLIBNET
Information and Library Network Centre (INFLIBNET Centre) is an organization that promotes and facilitates libraries and information resources for Indian further education. Its premises are in GandhiNagar, Gujarat.
The Centre started in March 1991 as a project under Inter-University Centre for Astronomy and Astrophysics. It became an independent entity in June 1996, reporting to the University Grants Commission of India under the Ministry of Education. INFLIBNET runs a nationwide high-speed data network connecting university libraries and other information centers. The Information and Library Network(INFLIBNET) Centre was established as a project of IUCAA in 1991 and was recognized and as an independent, autonomous Inter-University Centre (IUC) of the University Grants Commission (UGC) in May 1996.
OBJECTIVES
The primary objectives of INFLIBNET are:
To promote and implement computerization.
To evolve standards and uniform guidelines.
To provide reliable access to document collection of libraries.
To provide access to bibliographic information sources.
To develop new methods and techniques for archival.
To optimize information resource utilization.
To create databases of projects, institutions, specialists etc
To encourage co-operation among libraries, documentation centers
and information centers in the country.
FUNCTIONS
To facilitate academic communication.
To undertake system design and studies in the field of communications, computer networking, information handling and data management.
To establish appropriate control and monitoring system for the communication network and organize maintenance.
To collaborate with institutions, libraries, information centers and other organizations.
To generate revenue.
GOALS
Achieve complete automation of libraries in educational institutions.
Create union catalogues of documents available in libraries in online and real time environment.
Promote digitization of legacy documents and creation of content in e-format in universities.
Promote setting up of open access digital repositories in universities.
GOVERNANCE
It is Governing Board and the Council govern the Centre. The Finance Committee, a subcommittee of the Governing Board, looks after the financial aspects of the Centre.
THE COUNCIL
The Council is an apex body of the Centre chaired by its President, ex-officio Chairman of the UGC. The Council has seven ex-officio members and three nominated members. The members of the Governing Board are also members of the Council as such total number of members of the Council is 21. The nominated members of the Council serve for a term of 3 years. The Director, INFLIBNET is the Member-Secretary of the Council. The Council meets once in a year.
MAJOR ACTIVITIES
The Centre has implemented several projects for the development of library services in Indian Universities. These include the following:
1. Financial support for the automation of University Libraries
2. Development of a comprehensive database of the resources in various libraries in India
3. Development of an integrated library management software called SOUL (Software for University Libraries)
4. UGC-Info net Internet Connectivity Program
5. The center has taken several open access initiatives like:
• OJAS - a platform to faculty and researchers in Universities to host their open-access journals
• Shodhganga - a digital repository for theses and dissertations by research scholars in universities in India.
• Shodhgangotri - a digital repository of synopsis of research topic submitted to the universities in India by research scholars
• An institutional repository called IR@INFLBNET for papers published in the proceedings of the CALIBER and PLANNER
6. Creation of R&D facilities and working groups to study and contribute to the open source movement
7. Maintenance of a database of scientists, researchers and other faculty members working at leading academic institutions and other R&D organizations involved in teaching and research in India
8. Bibliometric and scientometric studies
9. e-PG Pathshala: A Gateway to All Post Graduate Courses
10. Trainings in many various aspects related to Library and Information and Communication Technology (ICT) are frequently organized.
C0NCLUSION
The INFLIBNET center is a great boon to Indian Higher Education system in satisfying its information needs. Researchers are benefitted by the services of INFLIBNET. Library and information professionals role has to be redefined in view of the information technology developments and they need to weigh all the alternatives and procure some of the documents in electronic formats keeping in mind the users actual need and interest. As electronic publication is a very recent phenomenon still lots of people are ignorant about the benefit they can avail from it. So librarian’s role is to encourage the users to access it and get benefitted. So user education is crucial. As number of issues is there to be taken care of by the library professional like technological issues, managerial issues, archiving and accessing back files, accessibility, awareness and courage, pricing and compatibility of hardware and
software and lots more, the librarians role becomes very crucial.
